AG responds to lawsuit filed by Deputy Registrar over appointment

Attorney General Basil Williams has submitted an Affidavit in answer to the suit that was filed against him by Deputy Registrar of the Deed Registry, Attorney Zana Frank, in which he claims that he was wrongfully sued.

Mr. Williams told journalists on Tuesday that Frank’s suit is misplaced and he claimed that he has no responsibility for the day to day management of the Registry.

“Ms. Frank sued the wrong person. The authority should have been sued. My only role is to give general directives to the Board,” the Attorney General said.

Although the Board of the Deeds Registry expired in May, Williams denied he has been directing the work of the Registry in the absence of the Board.

The appointment of Ms. Frank by the Judicial Service Commission (JSC) was met with stern rejection by Williams who believes that she is inadequately qualified for the post.

Frank filed a lawsuit against Williams as a result of his position, claiming that he gave directions to the Registrar to appoint Penelope White to the position of Deputy Registrar despite her appointment by the JSC.

Williams claimed that he was in Korea when White was appointed and denied he was instrumental in the process.

He said the once demoralized staff at the Registry had submitted White’s name for promotion and supports her in the position.

“I reject Ms. Frank’s actions. I think it is  a malicious attempt to involve me,” he added.

In addition, Williams said the Chief Justice has also recuse herself from the case since she was one of the panelist that interviewed Frank at the JSC.

The matter will come up in September before Justice Brassington Reynolds.
