Charges recommended for Headteacher accused of converting school funds to personal use

The Ministry of Education has recommended that charges be laid against the Head-teacher of the Liana Nursery School for misuse and fraudulent conversion of school funds.

The letter which was sent by the Principle Education Officer (PEO) (ag), Immanuel Bridgewater, stated that financial irregularities were discovered after an investigation into security services at the nursery school was conducted by the Ministry’s Internal Auditor, Khemraj Jailall.

The findings, the letter said, revealed that the school’s headteacher collected $2,999,202 for the year 2015 and $3,020,248 for 2016 on behalf of the school. However, the auditor could not ascertain whether these monies were deposited into the school’s bank account since no bank book or current bank statements were presented by George for scrutiny.

According to the letter, the last bank statement showed a balance of $269,491 as of August 6, 2014.

The PEO said in his letter that the report further revealed that no receipts were presented by the headteacher for payment of security services for the months of February, March, November and December in 2015, and September, October, November and December in 2016.

Further, a receipt for $200,000 was seen as payment for security services rendered for October 2015, but the school’s security register reflected a payment of $243,600.

“Letters written by Ms. George to the security firm’s secretary asking for time to settle outstanding amounts which she conveyed to her personal usage were seen” the letter disclosed.

The total amounts outstanding to the security firm for the period under investigation is $1,119,840.

As a consequence, the Ministry is recommending the headteacher be charged under the Education Act, Chapter 39:01, Section 47, Schedule 2. The official recommended that the two offices which charges should be brought against her for, are; misuse of money belonging to others in the school; and fraudulent conversion of school funds.
