Education Ministry launches Commission of Inquiry with hope to improve education delivery; Citizens urged to make contributions

Minister of Education, Dr. Rupert Roopnaraine during a press conference today at the National Centre for Education Resource Development (NCERD) said that the objectives of this Inquiry are to, “establish a baseline analysis of the state of the public education in Guyana,” and to, “recommend broad strategic guidelines for the enhancements of public education.”

The Ministry of Education has launched a Commission of Inquiry (COI) into the state of the education system to upgrade the Education Strategic Plan.

Minister of Education, Dr. Rupert Roopnaraine during a press conference today at the National Centre for Education Resource Development (NCERD) said that the objectives of this Inquiry are to, “establish a baseline analysis of the state of the public education in Guyana,” and to, “recommend broad strategic guidelines for the enhancements of public education.”

The Inquiry is expected to last four months. However, additional time will be given once required. The Inquiry will be executed through public consultations, policy/ research review and in camera consultations. Public consultations will be held on any area that the COI deems fit and the COI will undertake a comprehensive review of any existing documented research or policy as relevant to its function.

Dr. Roopnaraine said that, “members of the public are hereby invited to submit memoranda on their perception of the state of the Education System, inclusive of factual illustrations where possible, and recommendations for the system.”

Roopnaraine pointed out that those memoranda should be submitted no later than May 14, 2016and must be addressed to the Ministry of Education’s Commission of Inquiry Secretariat, Ministry of Education, 26 Brickdam, Stabroek.

 In explaining what the COI is about, Dr. Roopnaraine explained that it is “ a broad, multi- phased strategy framework for national education reform and development… reconciliation of findings with existing internal policy operational strategy and external consultancy recommendations; three, contextualisation within the Regional Education and HR  Development Strategy 2030 and any other relevant multilateral strategies or policies; four, particular focus on the use of technology in education sector management and service delivery; five, particular focus on Hinterland Education Reform; six, consideration that the Ministry of Education operates within a framework of functional cooperation and areas of inter-lap with several other government entities; seven, consideration that there is scope for specific functional cooperation on strengthening tolerance with the Ministry of Social Cohesion.”

The composition of the COI is: Chairman, Ed Caesar; Legal Officer/ Secretary Kelly-ann Payne- Hercules; ACEO (N) Ingrid Trotman, DECO (D) Ag. Marcel Hutson; ACEO (S) Ag. Leslyn Charles; Private Sector Commission, Ramesh Persaud; Inter- religious Community, Jennifer Dewar, School Boards’ Community Vibert Hart, Youth Representative, Ronald Austin, Jr.; Teaching Service Commission, Pulandar Kandhai, and Guyana Teachers’ Union, Mark Lyte.

Dr Roopnarine stated that, “the education system in Guyana will require comprehensive and far-reaching reform if the system is going to prove capable of addressing the country’s developmental needs.” (GINA)
