Former GPL Board member Carville Duncan charged in backpay fraud; Arrest warrant issued for former Deputy CEO

The charges all stem from Duncan's alleged role in authorizing the back payment of $984,900 to himself as a GPL Director and $27 Million to Ash Deonarine as backpay as the power company's Deputy Chief Executive Officer.

Former GPL Board member Carville Duncan charged in backpay fraud; Arrest warrant issued for former Deputy CEO

Trade Unionist and former member of the Board for the Guyana Power and Light Company, Carville Duncan was on Tuesday afternoon slapped with larceny charges and granted bail in the sum of $1 Million for his part in an alleged back pay fraud at the power company.

Duncan did not have much to say when he appeared in court and was charged with the theft of $984,900 from the power company. He was also charged with two conspiracy charges. Those charges related to the same $984,900 and the $27 Million that was paid to former Deputy CEO, Ash Deonarine.

The charges all stem from Duncan’s alleged role in authorizing the back payment of $984,900 to himself as a GPL Director and $27 Million to Ash Deonarine as backpay as the power company’s Deputy Chief Executive Officer.

The other members of the GPL board and management were unaware of the payments and the payouts which reportedly took place between May 7 and 8, 2015. The payments were never authorized, although reports indicate that there might have been some discussion.

The alleged fraud was uncovered during an audit of the power company.

The Deputy Chief Executive Officer, Ash Deonarine, hurried out of Guyana just after he was placed on leave as the audit uncovered the alleged fraud. He had promised to return all of the money but has so far failed to do so.

An arrest warrant was issued for his arrest today. Deonarine is believed to be now living in Canada and has never returned to Guyana since he left.

Duncan, who is the current President of the Federation of Trade Unions of Guyana, is being represented by Attorney, Charles Ramson Jr.

He will make his next court appearance on February 19.
