Superintendent of Police Mitchell Caesar, city businessman Azruddin Mohamed and one of his security agents, Mark Richmond have all dispatched letters from their Attorney to Police Detective Sergeant Dion Bascom over his claims in a Facebook live video that there was a Police cover-up of the murder of biker Ricardo Fagundes aka “Paper Shorts”.

In the Facebook live video, Bascom alleged that a security agent of businessman Azruddin Mohamed was a suspect in the murder of Fagundes.

In a press statement, the Mohamed’s Enterprise company distanced itself from the allegations made by the Police Detective. According to the company, the allegations are deeply distressing and are aimed at tarnishing the reputation of the company.

“Mohamed’s Enterprise was never subjected to any investigation related to the crime Mr. Bascom referred to. We have no record that Mr. Bascom ever visited our main office. We have no record that Mr. Bascom or any other rank approached our office to arrest any employee or to conduct business”, the company said in its press release.

In his live video post which was later removed, Police Detective Bascom alleged that during the investigations into the murder of Fagundes, investigators made a trip to the business location where security agent Mark Richmond worked but it appeared as though he was tipped off and was not present when the Police arrived.

Bascom said when the investigators returned to the CID headquarters and informed Superintendent Caesar of the situation, they were just acknowledged.

The Detective also alleged that investigators were able to trace the location of the phone belonging to the security agent at the time of the murder and the numbers he called before and after. He alleged that those calls were made to the man’s boss, Azruddin Mohammed.

In letters from Attorney Naresh Poonai of the Poonai & Poonai law firm to Sergeant Dion Bascom on behalf of Azruddin Mohamed and security agent, Mark Richmond, the Attorney said the statements made by the Police Detective implicating the two men in the murder contained untrue and defamatory statements.

The Attorney said that the statements that the two men were connected to the murder of Fagundes and played a role in an alleged cover-up are libelous and a retraction of the statements need to be made.

The Attorney also wants Bascom to issue an apology to the two men with an admittance that the statements were false and misleading and that he pays monetary damages within seven days or face a lawsuit of $100 million or more in the Courts.

The same law firm of Poonai & Poonai also dispatched a letter to Detective Bascom on behalf of Superintendent Mitchell Caesar, making the same claims that Bascom’s statements were untrue, misleading and false.

In the letter on behalf of Superintendent Caesar, the Attorney debunked statements that Caesar was unprofessional in his handling of the investigations into the murder of Fagundes and also debunked claims that Caesar was allegedly paid $30 million as a bribe to cover up the murder.

“I am instructed to to advise you that that all of these statements and accusations against my client are patently false, without justification, misleading, defamatory, and have cause significant harm and injury to my client, his good name, his reputation and lowered his standing in the Guyanese and international community”, Attorney Sohan J. Poonai wrote in the letter to Detective Bascom.

Superintendent Caesar is threatening a lawsuit of $50 million if Bascom does not apologise, admit that his information is false and pays monetary damages.

Bascom was also advised by Caesar’s Attorney that his conduct in the Facebook live video also reached the level of criminal liability with breaches of the Cyber Crime Act.

In a post on his Facebook page on Friday after removing the live video, Detective Bascom stated that while he was forced to remove the video by his family, he stands by all the statements he made and was willing to appear in Court or before a Commission of Inquiry to be questioned about his claims.

He believes there was a cover-up in the investigations of the murder of “Paper Shorts” who was gunned down outside the Palm Court restaurant and bar in March 2021 as he walked to a vehicle.

“Paper Shorts” was a close associate of Shaheed Roger Khan who is a drug trafficking convict that was deported from the US after completing a 10-year jail sentence. Khan was inside Palm Court when his friend Ricardo “Paper Shorts” Fagundes was gunned down.
