Hours after the Finance Secretary dispatched a circular about preparations for the 2020 national budget, PPP Member of Parliament Bishop Juan Edghill is calling on Permanent Secretaries and Heads of Budget Agencies to read the decision of the Caribbean Court of Justice on the no-confidence motion.

The CCJ has ruled that the December no-confidence motion against the Government was valid. The Court has not made any consequential orders as yet.

But in a statement to the media, the PPP MP it is unbelievable that a Government that was defeated by way of a No Confidence is moving ahead with preparing and implementing a budget.

He claims that the Government would have no mandate to implement the budget.

Edghill said The Minister of Finance who stood resigned on the passage of the no-confidence motion is “presumptuously pursuing a path of provocation by causing this circular No. 7/2019 to be issued.”

He added that the PPP/C Parliamentary Opposition will not allow the move by the government to go unchecked.

According to Edghill, the provisions in the Fiscal Management and Accountability Act provide for a Budget by March/April, 2020 and “there is no crisis” in Guyana.

He believes that the budget should only come after elections.

But a senior Finance Ministry official told News Source that regardless of when the budget is presented, preparations have to start. The official explained that it is the budget director and the Heads of Budget agencies and the regions who will come up with what is to be contained in the budget.
