The stage has been set for the start of the recount of all votes cast in the 2020 regional and general elections.
The Guyana Elections Commission gazetted the recount order and that clears the way for the recount to begin on Wednesday.
The Commission will only allow an audio live stream of the actual recount. The gazetted order states that a picture of the ballot box depicting the state in which it is delivered to the workstation will be captured and broadcast.
Other than that, an audio feed of the entire recount process will be captured and broadcast. When the tabulation process begins, that entire process will be brodacast live, according to the order.
Commissioner Vincent Alexander said while he is not clear on the audio stream from 10 workstations at the same time, it is an issue that the secretariat of the Elections Commission will have to address.
The order makes it clear that the recount process is being conducted and supervised by the Guyana Elections Commission with the high-level CARICOM team scrutinizing the process.
The recount will be conducted by employees of the Guyana Elections Commission, under the direct supervision of the Chief Elections Officer.
Representatives of political parties that contested the elections, the CARICOM Scrutinising Team, accredited International and Local Observers accredited and advisors to the Guyana Elections Commission and members of the Commission are the persons who will be allowed to be part of the recount process, according to the order.
“The recount shall commence with the allocation of ten (10) workstations as follows: District 1 – two workstations; District 2 – two workstations; District 3 – three workstations and District 4 – three workstations. The recount for District 4 shall continue at the three (3) workstations assigned to it. The recounts for Districts 5 through 10 shall be conducted based on the completion of, and at the workstations assigned to, Districts 1, 2 and 3”, the order states.
The recount is scheduled to be completed in 25 days, beginning at 8 o’clock in the morning and continuing until 7 o’clock in the evening.
Once the recount and tabulation are completed, the Chief Elections Officer will submit a report, together with a summary of the observation reports for each District, to the Commission.
The CARICOM Scrutinising Team shall submit a report to the Commission which may include their observations, recommendations, and conclusions.
With those reports submitted, The Commission after deliberating on the report shall determine whether it should request the Chief Elections Officer to use the data compiled as the basis for the submission of a report for the final declaration of the elections results.
The Order makes it clear that the Chief Election Officer and every person appointed or authorized to perform any act or functions by the Order, are and shall remain subject to the general supervisory power of the Commission.
