Slowe warns Hoppie of Legal action if he fails to effect Police promotions

In his letter to Deputy Commissioner Hoppie, Mr. Lowe reminded him that he needs to be following the law and begin the process to formally promote all of the ranks issued promotions by the PSC.

Chairman of the Police Service Commissioner, retired Assistant Police Commissioner, Paul Slowe has dispatched a letter to Deputy Police Commissioner, who is performing the functions of Police Commissioner, Nigel Hoppie, informing him to activate the process to formally promote the ranks who the PSC recently promoted.

The Government has indicated that it will be ignoring the Police Service Commission’s promotion list since the entire Commission remains suspended.

Attorney-At-law Selwyn Pieters who represents the Police Service Commission indicated to the President that his suspension of the Commission is unlawful and will therefore be disregarded.

In his letter to Deputy Commissioner Hoppie, Mr. Lowe reminded him that he needs to be following the law and begin the process to formally promote all of the ranks issued promotions by the PSC.

“Your action in not ensuring that the Special Promotion Order is prepared and published one week after receiving the promotion list from the Police Service Commission is interpreted by the Police Commission as you defying the legitimate action of the Police Service Commission in promoting ranks of the Guyana Police Force,” Mr. Slowe told Deputy Commissioner Hoppie in his letter.

Slowe further explained that Mr. Hoppie is required to cause a Special Promotion Order to be prepared so that the promoted ranks and other members of the Force can be informed of the promotions. The Quartermaster also uses the Special Promotion Order to issue badges of rank to the newly promoted ranks, but that order has not yet been prepared.

“This letter is to inform you that the Police Service Commission expects you to cause the Special Promotions Order to be published forthwith, and that you give instructions to the Quartermaster to issue the newly promoted ranks with their badges of rank,” Slowe continued in his letter.

Mr. Slowe who informed Deputy Commissioner that he needs to “govern himself accordingly” since the Police Service Commission expects him to lead by example as the most senior officer in the Police Force.

He has been warned by Slowe that “should you further delay to give effect to the promotions the Police Service Commission will be forced to take legal steps to command you to carry out your duties in relation to the promotions”.

The promotions were on hold for several months after one senior Officer moved to the Court in an attempt to block the promotions after getting information that his name was not on the promotion list because of disciplinary matters.

The Court threw out his challenge and minutes that after that decision was handed down, the Police Service Commission issued the list of promotions.

The Office of the Police Commissioner has been silent on the matter, but there are other rumblings with the Police Force over the Acting Commissioner’s failure to effect the promotions as announced by the PSC.
