EPA begins public consultations on ExxonMobil’s 7th oil development project in Stabroek Block

ExxonMobil Guyana Limited, has applied to the Environmental Protection Agency (EPA) for an environmental authorization to undertake its seventh project offshore Guyana at its Hammerhead location. 

The proposed hammerhead project will be implemented in multiple stages, which include, drillings and completions, mobilizations and installation of subsea equipment, installing of facilities for Floating Production, Storage and Offloading vessels.

Already, the company has three producing platforms offshore Guyana and three more are under construction as it looks to ramp up oil production to meet the planned 1.3 million barrels of oil per day.

According to a notice from the EPA, the proposed project will be undertaken largely in the marine offshore environment and would require land-based activities for support activities at marine shorebases.

As a result, the EPA stated the intended developmental activities have the potential to cause possible risks to the environment including impacts to marine water quality, air quality, marine fauna, socio-economic resources among others.

“In keeping with the Environmental Protection Act, Cap 20:05, Laws of Guyana, the EPA has determined that this project may significantly affect the environment and so, will require an Environmental Impact Assessment before any decision can be made about its approval or rejection,” the EPA said in a recent notice.

With the EPA noting the potential impact of the project, it has started public consultations on the project.

Members of the public have 28 days to make written submissions to the agency, setting out the questions and matters which they require to be answered or considered in an EIA. A number of public sessions are also taking place.

Three months ago, ExxonMobil said it had made a final investment decision for the Whiptail development offshore Guyana, after receiving the required government and regulatory approvals.

Whiptail, is Exxon’s sixth project on the Stabroek block, and is expected to add around 250,000 barrels of daily capacity by the end of 2027.
