Commissioner of Police, Clifton Hicken has announced that the Guyana Police Force will be establishing a Police Tourism Department, a Behavioral Unit and an Oil and Gas Unit.
Speaking this morning at the opening of the Annual Police Officers’ Conference, Mr. Hicken addressed the Force’s 2025-2026 Future Outlook, and explained that the new units are intended to respond to the evolving needs of the country, while being aligned with the Force’s Strategic Plan 2022-2026.
Addressing the officers in the presence of the President, the Minister of Home Affairs and members of the Diplomatic Corps, Commissioner Hicken spoke of the need to enhance the Force’s Aviation Department and the Police Reform Committee, which is aiding the Force in the transition from a Police Force to a Police Service.
“We will continue to digitize the Force’s assets, management function and record keeping; resuscitate the OAS Department; continue to decentralize daycare to each police region so that the police can focus on work and not looking at children; and establish a wellness programme for grants across Guyana,” Commissioner Hicken said as he further unveiled the force’s plans going forward.

He said the Guyana Police Force will also place significant focus on the training its ranks. It is estimated that some 1,700 ranks will be trained this year in specialized areas, as the Force moves to enhance its human capacity to respond to, and prevent crimes.
The Police Force is also looking to advance its use of technology in keeping with its crime fighting strategy.
“Develop and implement crime prevention strategies based on strategized policing and other data driven approaches, design and implement early implementation system through stakeholders, enhance recruitment efforts by redesigning the recruitment programme, boost digital forensic and cyber capability, and…establish a unit to deal with Artificial Intelligence,” Hicken reported.
Commissioner Hicken said in 2024, the Police Force made significant investments to improve the Force’s infrastructure, its human resource capability and its transportation fleet. He said those were done in an effort to modernize policing in the country.
