Government spent $18.8 Billion from Contingency fund within one month period

In less than one month, the Government expended $18.8 Billion from the country’s emergency fund.

According to Financial Paper No. 2 of 2025, which was presented to the National Assembly today by Finance Minister, Dr Ashni Singh, the Government withdrew a total of $18,821,223,639 from the Contingencies Fund between November 18 and December 16, 2025.

Of that amount, $7.429B was in current expenditures, while the remaining $11.391B was in capital expenditures.

A Partnership for National Unity (APNU) Member of Parliament Juretha Fernandes told News Source that the expenditure of $18.8B from the Contingencies Fund, while the government refused to call a sitting of the National Assembly, is a severe abuse of power and a direct attack on democratic accountability.

“While contingency funds exist for urgent, unforeseen needs, their use is not a license to bypass Parliament indefinitely. By deploying this mechanism for this period, and for such a colossal sum, the government has distorted an emergency provision into a routine tool for avoiding scrutiny,” MP Fernandes said.

She said the action of the Government dangerously weakens democracy and creates room for mismanagement.

“It nullifies the legislature’s fundamental role in overseeing public spending, erodes public trust, and creates a veil for potential mismanagement. Governing without consent, even under the guise of contingency, undermines the very institutions that ensure power is exercised responsibly,” the APNU MP said.

Such action, she said, must be condemned by everyone who wishes to uphold democracy.

According to the Financial Paper, approximately $237.6M went to the Ministry of Foreign Affairs and International Cooperation, while approximately $10.5B was expended by the Ministry of Public Works; $5.4B by the Ministry of Human Services and Social Security; and $1.4B by the Ministry of Education.
