
The $159 Billion Power Plant and Natural Gas Liquids (NGL) Plant Project at Wales is 58 percent completed, according to Prime Minister Mark Phillips.
He made the revelation on Wednesday, as the National Assembly’s Committee of Supply cleared $23.8 Billion for the project.
The 300-megawatt power plant and the natural gas facility, which are being constructed by CH4 Lindsayca, form part of Government’s flagship gas-to-energy project.
In response to a series of questions posed by Opposition Member of Parliament, David Patterson, the Prime Minister explained that with a commencement date of December 2022, CH4 Lindsayca was awarded the contract to construct the two plants at the cost of $159.9B.
It was further explained that prior to 2024, the sum of $55.7B was expended on the project. He said expenditure as at today’s date is $44.6B, leaving a balance of $59.5B.
“Sir, 58% of the work has been completed, 58%,” the Prime Minister reported.
The Committee of Supply also cleared $149M for Project Management Consultancy; $26.7M for transformers; $889.9M for transmission lines and substations, $103.1M for supervision of transformers, transmission lines and substation centres, $18M for training, $4M for land acquisition and $26.4M for the construction of an access road among other minor projects, bringing the overall total to $25.7B.
According to the Prime Minister, the total sum does not include any money for the payment of arbitration. “This money does not include, the sum for the dispute arbitration, dispute avoidance and adjudication board, that sum is to date $13.6M,” he said.

He added that $13.6M has been paid to the consultants and lawyers treating with the issue.
The contractor hired by the Government to construct power plant and natural gas facility has filed for arbitration over costs overruns of US$90M.
MP Patterson also reminded the Prime Minister of his commitment earlier this year to lay over all documents relating to the project, including copies of the contract.
Apologizing to the Committee for his failure to do so, the Prime Minister assured that the documents would be laid before the House.
In October, the ExxonMobil company said it has completed the US$1 Billion gas pipeline, which is another important component of the Gas-to-Energy Project.
The company said it was awaiting the other components of the Project to be completed to facilitate the process of safely transporting natural gas to Wales.
The pipeline is designed to transport gas from Exxon’s offshore operations to the Power Plant and Natural Gas Liquids (NGL) Plant at Wales. The project is expected to be completed by the end of next year.
