APNU calls on Deputy Commissioner to be placed on leave to allow thorough probe of sexual assault allegations

As the Police Force maintains its silence over the allegations of sexual assault leveled against Deputy Commissioner Fizal Karimbaksh, the opposition A Partnership for National Unity (APNU) has issued a call on the Minister of Home Affairs and the Commissioner of Police to place the Deputy Commissioner of Police on administrative leave, pending a full and independent investigation into allegations made against him by a female Police Officer.

In a press statement, the APNU said it is “deeply concerned” about the allegations of sexual assault and death threats.

The APNU said while there needs to be due process, there must also be stern action.

“However, due process does not require business as usual. Two days have passed without any appropriate action by the Police Force or the Minister of Home Affairs, Oneidge Walrond. APNU expected faster, appropriate actions to address the allegations against Karimbaksh. We are now forced to add our stern advocacy that actions come fast and the law runs its course without interference,” the party said this morning. According to APNU, administrative leave would help protect the integrity of the investigation, prevent actual or perceived interference, safeguard the complainant and potential witnesses, preserve evidence and maintain public confidence in the police force.

According to the opposition party, the complainant should be protected against intimidation, retaliation or any occupational disadvantages. The party said relevant records, communications and other potential evidence ought to be secured.

The party further questioned the circumstances surrounding the reported transfer of the female Police Officer after she filed a complaint against the senior Police Officer.

“The investigation must be permitted to follow the evidence wherever it leads. If the evidence establishes criminal conduct or breaches of police discipline, the appropriate charges, disciplinary measures and other consequences provided for under the laws of Guyana must be applied without fear, favour or regard to rank. If the evidence does not substantiate the allegations, that conclusion must likewise emerge from a credible and transparent investigative process,” the party noted.

The APNU said the credibility of the Guyana Police Force depends not merely on demanding obedience and accountability from junior ranks and ordinary citizens, but on demonstrating that senior officers are subject to the same laws, investigative standards and principles of accountability as everyone else.
