EU wants to examine statements of poll being used by Returning Officer

In another electoral twist this afternoon, the European Union Observer Mission announced that it has written to the Returning Officer for Region 4, Clairmont Mingo, requesting to examine the Statements of Poll that he has used to prepare the spreadsheet of results for Region 4.

The EU team wants its request to be met before the Region 4 results are ascertained.

The EU is pointing to Section 4 (1) and (3) of the General Elections Observers Act to make its request.

Those sections of the Act refer to observers being allowed to scrutinize the list of electors, enter polling places and seek information from the GECOM Chair, the Chief Elections Officer or other Election Officers.

The Act also states that the Chair of the Commission, the Chief Elections Officer and Elections Officer shall cooperate with the observers and comply with any “reasonable” request.

The request by the EU Observer team is the first such request from any observer group and came on the same day that the Returning Officer for Region 4 was following the orders of the Court to return to the process.

The process was suspended by the Chairman of the Elections Commission following protests by the PPP over the use of the spreadsheet.

The Chairman of the Guyana Elections Commission has indicated that the tabulation process will resume tomorrow morning from 9 o’clock.
