Government seeking another $61 Billion in supplementary funding

Less than two weeks since the National Assembly approved $31B in supplementary funding for the Government, another request was made by the administration today for an additional $61 Billion in supplementary funds.

Minister responsible for Finance, Dr Ashni Singh presented the Financial Paper, No. 3 of 2023, to the National Assembly as it met today at the Arthur Chung Conference Centre (ACCC).

Of the total requested amount, $10.1B accounts for current projects while $50.8B is needed for the execution of the capital projects.

Of note, the Government is requesting $25B to facilitate the construction and rehabilitation of community roads, and another $1B for the construction and rehabilitation of urban roads.

Also included in the requested sum is approximately $2.104B for the provision of additional resources to facilitate the construction of the Wismar-Mackenzie Bridge, and $1.5B for the upgrading of hinterland roads. 

The Government is also requesting $4B to execute urgent drainage and irrigation works in Regions 2, 3, 4, 5 and 10. One hundred million dollars ($100M) is also being sought to facilitate pasture development in Regions 2, 3, 5 and 10, while another $1.5B is being sought to facilitate the rehabilitation of 1,572 hectares of temporary abandoned lands at Albion, Blairmont, Rose Hall and Uitvlugt Estates. 

 Additionally, the Government is requesting $79M for the Berbice Bridge Company and approximately $230.5M for the Transport and Harbours Department. Another $1B is being sought to facilitate urgent repairs to health centres across the country.

Just last month, the Government, used its majority in the National Assembly to approve $31B in supplementary funding.

The Opposition registered its concerns, with Opposition Members telling the House that the requests for funding, are coming months after the Assembly approved the country’s largest budget which totaled $781.9B.

The Opposition said it is clear that the Government lacks proper financial planning and budgeting.

The Opposition has also warned the Government against using money from the Contingency Fund in breach of the Fiscal Management and Accountability Act.
