Two Senior Police Ranks, Woman Superintendent of Police, Loraine Saul, and Assistant Superintendent of Police, Kurt Smith have been jointly charged with two counts of conspiracy to commit a felony.

The charges stem from allegations of fraud. 

Saul was the Officer in Charge of the Brickdam Police Station Other Ranks Mess while Smith was the Officer in Charge of the Finance Department of the Guyana Police Force.

It is alleged that between the period 1st to 15th December 2020 Woman Superintendent of Police Saul inflated several accounts for meals provided by Brickdam Other Rank Mess for reimbursement at the Police Finance Department. She was also charged separately with two counts of Falsification of Account.

Acting on information, the GPF called in the Special Organised Crime Unit, (SOCU) to conduct an investigation.

The investigation revealed that Ms. Saul prepared an account on the 12^th December 2020 and a petty contract on the 18th December 2020 for meals supplied to ranks who performed duties at an ‘A’ Division Riot Unit Training programme to the tune of $ 1,350,000.

The Police Force said there was no such training that took place during the period.   

It is also alleged that Ms. Saul also prepared another account and petty contract for meals supplied to ranks who performed fixed point duties at the Georgetown Prison between the 1^st and 15^th December to the tune of  $648,000.

The Police Force alleges that the Woman Superintendent inflated the number of ranks and the amount of meals on the account in the sum of $ 465,000.

As it relates to ASP Smith, the SOCU investigation alleges that he colluded with Saul to defraud payments for training from government funds, knowing that such training never occurred.

Smith denied the allegations since his job dealt with the signing off of vouchers and not verification.

 He was placed on $100,000 bail on each of the charges. Officer Saul did not appear in Court since she is out of the jurisdiction.

The case is expected to come up again on the 14^th May.
