35% tint waiver for all vehicles; Security Officials, Government Officials and Diplomats to have special waiver

Minister of Home Affairs Oneidge Walrond, this afternoon announced that with immediate effect, all vehicle owners will be allowed a tint waiver of 35% on their vehicles.

There will be special waivers for Diplomats, Government officials, high profile security officials and some other categories of persons who must first obtain a waiver from the Minister.

In a live recording this afternoon, Minister Walrond said she has been receiving a number applications for tint waivers and she believes that there is a need to streamline the management of tint.

She said there has been an abuse of the system, noting that the current mechanism is inconsistent, burdensome and vulnerable to manipulation.

Walrond said having conducted a comprehensive evaluation of the system and following consultation with the Guyana Police Force and other technical experts, they have come up with several mechanisms that will manage the issue.  

“There will be the introduction of three clearly defined tint waiver categories based on assessed risk profiles, in the interest of equity and to eliminate administrative delays, there will be a universal provision for basic tint without waiver which stipulates that all motor vehicles will be allowed tint with no less than 35% light penetration. This applies across the board and does not require any tint waiver,” the Minister said.

In addition, the Minister said a restrictive waiver for high security categories will be introduced—with categories one and two applying strictly to Diplomats, Government officials, high profile security officials and other specific categories approved by the Ministry of Home Affairs.

“The current legislation governing tint waivers will be amended to reflect the legalize these new measures. All motor vehicle owners and operators are to comply fully with these revised tint regulations. These changes are intended to bring predictability, equity and fairness to the long-standing issue of tint management,” the Minister noted.

Ms. Walrond said failure to comply with the new regulations will result in fines and charges under the relevant traffic and enforcement regulations.

“I wish to underscore that prior to the implementation of this tint management regime, in the absence of a tint waiver granted by the Minister of Home Affairs, windows on Motor vehicles, whether factory or manually installed were not permissible. Further, even with the granting of a tint waiver a degree of tint of no less than 65% light penetration was allowed. In stark contrast, this new regime has introduced an across the board 35% light penetration for all motor vehicles,” the Minister stated.

Persons have a compliance period up to 31 December 2025, and after that date the Police will start an aggressive tint campaign against persons who do not comply.
