CCJ announces all Judges will now sit on all Panels for hearings

The Caribbean Court of Justice (CCJ) has announced that with immediate effect, it has implemented revised arrangements governing the assignment of Judges to panels of the Court.

Under the revised arrangements, all Judges of the Court will sit on all panels, except where a Judge is formally excused from sitting for a legitimate reason.

The announcement comes following concerns by some Judges of the Court about the Court’s President, Justice Winston Anderson. In leaked emails, the President of the CCJ was accused by some other Judges of allegedly attempting to influence the outcome of cases with the selection of Judges for various panels to hear cases. Justice Anderson has denied the claims and other accusations leveled against him by sitting members of the Court.

The CCJ today said the change to have all Judges sit on all panels of the Court is aimed at promoting greater consistency, transparency and flexibility in the allocation of judicial work, while also supporting the efficient administration of justice.

The Court said the revised system will also see the three panel leaders comprising the President of the Court and the two most senior judges.

The new arrangement represents a change in how judicial panels are constituted and are intended to provide a more consistent approach to the distribution of cases among the Court’s judges, it was explained.

The fallout over the leaked emails at the Caribbean Court of Justice has led to calls for there to be a full investigation of not only the leak of the internal emails, but also the claims made against the President of the Court.
