Government seeking additional $24 Billion in supplementary funding from National Assembly

Four months after the National Assembly approved more than $62 Billion in supplementary funding, the Government has returned to the House, seeking an additional $24 Billion, and approval for $1.8 Billion that it has already spent.

Senior Minister with responsibility for Finance, Dr Ashni Singh presented the Financial Papers No. 4 and No. 5 to the National Assembly on Monday, seeking the additional funds.

Of the $24 Billion being sought from the Consolidated Fund, the Government is seeking approximately $2.7B for the provision of additional resources, including the procurement of assets for the Guyana Fire Service, and approximately $1.2B to facilitate the Guyana Defence Force’s expanded work programme.

Under the Ministry of Agriculture, the Administration is seeking $6.2B for the provision of additional resources for the National Drainage and Irrigation Authority ($4B), the Mahaica-Mahaicony-Abary Agricultural Development Authority ($53M), and $2 Billion is being sough for the Guyana Sugar Corporation.

Additionally, approximately $3.6 Billion is being sought under the Ministry of Health.

Of that sum, more than $3 Billion will be used to support the rollout of modern health care infrastructure countrywide, primarily in connection with the construction of a modern hospital complex at New Amsterdam.

Regions One (Barima-Waini), Region Six (East Corentyne-Berbice), Region Seven (Cuyuni-Mazaruni), Region Eight (Potaro-Siparuni) and Region Nine (Upper Takatu-Upper Essequibo) are also in line to benefit from the additional resources.

Meanwhile, the Government is also seeking approval for $1.899B that was already taken from the Contingency Fund between the period October 1, 2023 and December 8, 2023.

Of that sum, Government contributed $382.4M to the Regional Security System (RSS), and provided GuySuCo with an additional $643.6M to help meet operational costs.

Approximately $31.7M was spent by Government to host the Annual Caribbean Examination Council (CXC) Governance Meeting and Regional Awards Ceremony.

In early August, the National Assembly approved $61.013B in Supplementary Funding. One month earlier, $31 Billion was also approved in supplementary funding.

The Opposition has voiced its concerns over the Government’s continuous approach for supplementary funds this year, having been allocated a massive $781.9 Billion in this year’s budget, which the Government celebrated as the larges ever.

The APNU+AFC Opposition said it is becoming clear that the Government is not managing the nation’s finances in a proper manner.
