Hughes resigns from Constitutional Reform Commission

Prominent Attorney, Nigel Hughes, has resigned from the Constitutional Reform Commission, where he served as one of the representatives of the APNU+AFC.

Hughes tendered his resignation on Tuesday, September 16, 2025 to the Chairman of the Constitutional Reform Commission, Justice (Ret’d) Carl Singh.

In tendering his resignation, Hughes said he was making way for the incoming Leader of the Opposition to nominate a new member to the Commission.

Under the Constitution Reform Commission Bill, the People’s Progressive Party nominated five members to the Commission, the APNU+AFC nominated four and A New and United Guyana nominated one member. The other members of the Commission were drawn from a number of various groups.

“My appointment to this Commission was premised on the submission of my name by the previous Leader of the Opposition. My resignation is to facilitate a new Leader of the Opposition to identify his/her nomination to this Commission,” Hughes wrote.

Hughes was appointed to the Constitutional Reform Commission in April 2024 along with 19 other Commissioners.

The Commission was tasked with reshaping and strengthening the country’s constitution through nationwide consultation. However, more than a year later, it is unclear whether any significant progress has been made.

The Constitution was last amended in August 2000.

Meanwhile, Hughes’ resignation from the Commission was almost simultaneous with resignation from the leadership of the AFC.

In his resignation letter to the AFC’s General Secretary, Hughes said he was taking full responsibility for the party’s dismal performance at the September 1 General and Regional Elections, and he is making way for new leadership.

AFC picked up just about 3,610 votes at the elections, making it the party’s worst performance at national elections since its formation 20 years ago, and leaving it locked out of the National Assembly.
