In the absence of a Gas Utilization Plan or a National Gas Strategy, the Government of Guyana is moving ahead with its US$2 Billion Gas-to-Energy Project.

Today, Vice President Bharrat Jagdeo assured that the National Gas Strategy will be completed before the end of 2023.

“I can’t give you a timeline now but we are working on it but before the end of this year we will have that strategy,” the Vice President said.

The Vice President said even as the Government pushes ExxonMobil to complete the Gas Utilization Plan, it is seeking technical support from India to assist with the drafting of the National Gas Strategy.

He said though those critical documents are not in place, the objective of the Gas-to-Energy Project is “clearly” defined.

Upon completion of the project, ExxonMobil is expected to supply Government’s US$759M Power Plant and Natural Gas Liquids (NGL) Plant at Wales with 50 million cubic feet of gas per day, however, with the US$1B pipeline having the capacity to transport approximately 120 million cubic feet of gas per day, the Government is hoping to receive much more.

“We said to Exxon, the pipeline that we are paying for already, will have, and that is feasible in itself, will have the capacity to bring in more gas, that, we have to start the discussions very early about utilizing the pipeline to the full capacity. So, that means, another 70 to 80 million cubic feet of gas every day,” the Vice President said.

Underscoring the importance of the Gas Utilization Plan, Mr Jagdeo said it is important for the two sides to clearly define how they will monetize the gas, including the associated gas.

“We made it clear, if they are not going to utilize it like Pluma, they will have to relinquish it, and we may find other people who are prepared to utilize the gas, and I am saying this openly, and we have said it before,” he said.

In the National Assembly, the main opposition – the A Partnership for National Unity + Alliance For Change (APNU+AFC) – has grilled the Government on the project, telling the nation that there are too many unanswered questions.

It has since filed a Parliamentary Motion seeking all documents related to the project to be made public.
