In his list of recommendations for Police promotions, Police Commissioner Seelall Perdaud, did not recommend the promotion of Assistant Commissioner, David Ramnarine, although Ramnarine has been acting in his position as Commissioner of Police, whenever he (Seelall) proceeds on leave.
While not recommending a promotion for Ramnarine, Mr. Persaud wants the Police Service Commission to promote Assistant Commissioner Clifton Hicken and Assistant Commissioner Nigel Hoppie to the post of Deputy Commissioner.
The Police Commissioner and Asst. Commissioner Ramnarine, are known to have no love lost for each other.
Just recently, during separate appearances at the Commission of Inquiry probing the assassination plot, the two senior Police Officers publicly made known their disagreement on a number of issues.
While the Police Commissioner testified that he believes a proper investigation was done, Mr. Ramnarine said, in his view, there was no proper investigation.
Officials in the security sector believe the glaring omission of Ramnarine from the promotion list may be one of the reasons behind the President’s request of the Police Service Commission for the entire promotion list to be put on hold.
But Minister of State, Joe Harmon, who made the request for the President, told News Source on Monday that the President did not make a specific request with regards to any individual promotion, “but the entire list until further notice”.
He added that complaints of supersession in the Police Force seems to be an ongoing problem.
News Source understands that a number of officers in the Police Force have raised issue about the supersession problem.
Many of them believe their promotions were held back, while many officers who are junior to them, were promoted.
The President has come in for some criticism from legal minds about his request to put a hold on the promotions, however, he believes that there is nothing wrong with his request.
