Campbell submits Motion for subsidized housing, daycare centres and resource shelters for low income population

APNU Member of Parliament, Dr. Terrence Campbell, has submitted a Motion to the National Assembly, calling on the Government to make provisions for the expansion of social programmes in the 2026 National Budget.

Among other things, Dr. Campbell wants the Government to establish, expand and put properly resourced shelters and supporting housing programmes in place for homeless persons, with particular emphasis on the poor and mentally-ill population.

He also wants the Government to implement a subsidized housing programme aimed at providing safe, affordable and healthy homes for low-income citizens, who are unable to construct houses despite having access to lands.

The Opposition motion states that many poor households in Guyana continue to exist in unsafe and unhealthy conditions and despite persons receiving land allocations, many lack the financial capacity to construct adequate homes, thereby necessitating subsidized housing solutions.

The Motion is also seeking the establishment of professionally managed, free day-care centres throughout the country to support working parents, noting that many parents are unable to engage in gainful employment due to the absence of childcare services.

The Motion calls on the government to take a closer look at all of its social infrastructure programmes and find ways to improve how those programmes are being offered.

“Whereas many communities throughout Guyana lack playgrounds and community centers, and in some instances public lands, previously used for such purposes have been confiscated or transferred into private lands. Be it resolved that the reservation and development of not less than one acre of land for a playground and community center for every 1,000 residents in communities across Guyana and the protection of such lands from conversion of transfer into private ownership,” the Parliamentary motion states.

The Opposition MP wants Finance Minister, Dr. Ashni Singh to present to the National Assembly, the details of the budgetary allocations, implementation timelines and coordinating agencies necessary to give effect to the motion.
